Ecological biodiversity includes the interaction between biotic and abiotic components. The greatest biological diversity on Earth is found in the world's tropical regions. The Atlantic Rainforest is the second largest tropical rainforest in Brazil. Currently, approximately 7% of its original native vegetation remains. Due to its high diversity and endemism, this is a strategic area for species conservation. However, the physiognomy of cities has been undergoing changes due to rapid urban development. Vegetation is being eliminated in the areas of APP's that are being occupied, giving way to allotments. These practices have contributed to increased environmental degradation. The implementation of real estate subdivisions is an activity that modifies the environment, whose potential to cause environmental impacts is significant, so it must be subject to environmental licensing according to legislation. In this sense, the question is whether the environmental licensing process for real estate developments in practice presents conflicts between legislation and the protection of natural resources, and how this process has contributed to their conservation and preservation.
