Promoting constitutional law is an important sphere of action for German foreign and development policy. It is not a monopoly of the state, however, but is implemented by numerous organizations in Germany. The chances of a project succeeding, and also plausible assumptions about its effects, presuppose a knowledge of how to promote constitutional law that has so far not been systematically appreciated and processed, either in German-language research or in practice. This handbook fills that gap by comprehensively bringing together practical experience for the first time and linking it with the results of current legal and sociological research. The conceptual and theoretical foundations for promoting constitutional law are discussed, as are various objectives and instruments. This is based on a broad concept of promoting constitutional law that includes interfaces with other policies such as human rights, promoting democracy, promoting good governance and security sector reform. The 70 authors combine many years of experience in practising the promotion of constitutional law promotion and in legal and social-science research.
Prof. Matthias Kötter is Visiting Professor of Public Law at the Berlin School of Economics and Law and Director of the RSF Hub project at the Free University of Berlin. Dr. Tilmann J. Röder is a researcher, consultant and founding figure in the field of the promotion of constitutional law. He worked most recently at the Free University of Berlin and the German Federal Foreign Office (RSF Hub), and was formerly Managing Director of the Max Planck Foundation for International Peace and Constitutional Law (Heidelberg) and the Hamida Barmaki Organization for Constitutional Law (Kabul). Dr. Jens Deppe is Senior Expert Planner for Administrative Reform and Anti-Corruption in the Technical and Methods Division of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). He previously worked for several years on legal and judicial reform projects in transition states. Dr. Julie Trappe is a consultant working on the EU enlargement process and justice reforms, particularly in the western Balkans; until 2016, she was employed as coordinator for EU twinning projects at the German Foundation for International Legal Cooperation (IRZ) in Bonn. Dr. Tillmann Schneider develops and evaluates projects in the fields of promoting constitutional law, governance and security sector reform as a freelance consultant, supports organizations in change management (organizational development) and facilitates workshops.
